Jim Phillips nació en San Jose, California, en el año 1944, su primer trabajo fue publicado en la edición de primavera de Surfer trimestral de 1962 “Woody”. Sus dibujos y diseños en el surf aparecieron en muchas revistas de surf en la década de 1960. A partir de 1975, y durante muchos años, Jim Phillips fue director de arte de Santa Cruz Skateboards, donde creó miles de tablas de skate, camisetas, pegatinas, anuncios y diseños de arte.
